Seems to be a quest, but there is no quest bubble. There is a floating name but nothing to click or interact with

The NPC has a similar issue as Mountain Climbing does, not clickable. Maybe make it clickable just so we can read the description and just say COMING SOON?
Or remove it to avoid confusion?
