While one character is tripping "three mushrooms in" when they see this spell animation others who are /not/ high off their gourd can see this part of one of the animations show up. Supposedly a sleeping dragon rises from this per the tripping character's player?

Ah, thanks for that, must have missed a function call.
There are ways to get other characters than the one using the item to hallucinate, but they would see the entire thing, not just part of it.
So, this is not that. -
