New General Feats Not Appearing

Issue Description:
The new general feats such as Action Surge have vanished from my feat list. I am taking level 6 (5th fighter level) and it isn't there. Second Wind also isn't an option.

Not a bug. Action Surge and Second Wind are bonus fighter feats so you will get them at 1,2,4,6,...

To clarify, even regular bonus fighter feats are still allowed to be picked up on a general feat level up.

Are the Second wind and action surge feats intended to only be picked up on levels where you get a bonus fighter feat?
