Donation System for Gear/Supplies for RP Purposes

With Immersea and also the north building their forces due to IC reasons, it would be great to give players some way to dump items thematically in some container for these places that can then be reported to the team - As opposed to placing them in a trash bin.

Then with enough contribution and effort from players these places can be improved/effected. It also gives crafters another venue to work on.
