The Tempus offering bowl can't actually be accessed.

what do you mean by "cant actually be accessed" - does that mean you cant reach it? it doesnt open? what?

The more details I have the faster I can do something about this. thanks!

You can't reach it to access it.

If I had to guess, the skeleton statue model it's in front of has a hitbox that extends forward enough to prevents access.
