Short spear weirdness

Issue:
It doesn't seem to count as a proper weapon? Eg:
Using a throwable like Holy Water on it, makes it state that it is not a melee weapon - so it doesn't apply.
Secondly, using a short spear negates bard arcane spell failure bonus, somehow. -
