Arabel Wand Not Flagging Pale Master

I used the Arabel Wand and it isn't letting the player take Palemaster.
Not sure what is wrong here?

See bug report on Area wand, uses the same system to select things in the menu.
(info on how to do this manually added to Storyteller channel)
