Perhaps add more high value prestige items to higher level quests, Unfortunately a lot of the best prestige point stuff is in 4 to 6 quests.

Not going to happen. The 4-6 level quest prestige values are artificially high to help jump start a pc. It levels out 7+ to slow down progress as part of our overall goal to have the majority of pcs level 7-8 and with gear that is based on that.
Exceptions always exist but that's the general idea.
Feel free to use the Quest: Tweaks and feedback for specific suggestions about a quest.

To prof's point, there are easy ways outside of quests to rack up a lot of prestige.
