I picked up a "Scroll, 5th level" that should give a random 5th level scroll, I'm fairly sure. But instead I got a 4th level. :(

@madsap Working as intended. It was easier to script 5th level scrolls to be replaced with 4th level scrolls than it was to sift through every treasure chest in the module to remove 5th level scrolls.
