Stonecliffs map missing marker

Area Name: High Road, The Stonecliffs

One of the map markers is either inaccessible, or it is static and cannot be targeted. I have tried every unique named placeable in the area and I cannot complete my map.

Currently, only 2 placeables worked, but the map remains incomplete. Please let me know if you want the details on the placeables that work and the ones that did not. I do not want to spoiler it here :)
