Issue Description: I have noticed that when I login wearing my mithril chainmail, it has 30% arcane spell failure. As a work-around I found that if I switch to clothes and then back, it successfully applies the bard arcane spell failure modifier. I was still asked to report it. My guess is the NWScript is set to on-equip, but on on-login.

Not a high priority I think since there are few bards on and there is an easy work-around, but FYI.
