Perhaps move one or two from Arabel? There are PLENTY!

I think it'd be better to make two original ones for the area, it has a lot of flavor to offer, and it doesn't block Sub-races from current starter quests.

There will be some started quests added to the area eventually, there is one right outside atm.

Added a new starter quest in Eveningstar, giving the player the rough layout of the area and some local lore.
