[QoL] Add a basic crafting ingredients merchant to Outskirts: High Road

There is a complete set of crafting equipment for baking there but there is no NPC nearby to get some basics (like empty juice bottles) from. It would help a lot if I could purchase these locally.
For me this is a major annoyance because I have to go through 2 areas to get juice bottles for example, and being a low str PC I spend the way back in (sometimes heavy) encumbrance. Also if I plan to make lots of something I have to fill my entire inventory with bottles and carry through the city or I have to make the trip multiple times, especially if my inventory is full of other ingredients.

Some crafting stations are away from the merchants, some aren't. Not sure if we can add a merchant to every station.

There is also baking equipment just outside the east gate. Much closer to the general store than the one on the high road.
