PC Mode Switch - dismiss summons not working

Server Version: 20308 StrawMan 6714

Issue Description: The PC Mode Switch used to allow you to dismiss your summons by targeting them. This function is not longer working. It would allow us to dismiss summons without having to kick them out of party and seeing them turn hostile for a few second before disappearing. This sometimes causes other summons to attack and what not. Also, resting does not work in all areas so we cannot away use the rest function to dismiss summons.
