Rangers skill points bugged

Server Version: 20225 Echo 6708
Issue Description: mechanical changes (https://nodebb.cityofarabel.com/topic/43920/mechanical-changes-on-coa/2) states that rangers get more skill points. On the current server version however they only get the vanilla 4+int bonus/level. Tested Bard as a comparison as they are mentioned in the same post, they receive 6+int bonus/level
