Arcane scrolls worth 1 gold

Okay every now and again I come across arcane scrolls and sell them to the tower for 1 gold each regardless of spell level.
Is this working as intended,a result of the horrible coding that is NWN economy and pricing code?

PLayers already walk around with tens of thousands of coins. If we lift the prices, we'll quickly start seeing this being a lot more common.
Plus, merchants in the middle of the square don't have much use for arcane scrolls. Wizards aren't exactly common.

I am clearly a poor player that can barely put up 1000 gold for supplies..
