Swimcheck pipe doesn't work and is destroyable, Arabel, Sewers

There was a large pipe where my character is standing. It was an S20 swim check to get to the pipe on the other side of the wall. The swimcheck pipe (that was at my character's location) was broken though, you can't interact with it. Further, it can be damaged and destroyed.

The pipe is no longer destroyable. However, it still doesn't work - you can't actually interact with it to take the swim check.
