Hillmarch Dragon Trail causes bad fps drop for some

Issue Description: Foley and my fps drops to almost nothing in this area (and any area with the same tileset). This happens on other servers as well, so it's definitely a problem caused by the tileset. It doesn't affect most people though, which is strange. I've reinstalled EE to try to fix it before and it didn't work.

This probably needs to be reported to Beamdog since it is a bug across many servers.

If its not fixed by beamdog in coming days one quick fix I've found for that tileset is to lower graphics all the way down to fast before entering the area. If you lower it while in the area there is no effect I can see. So either do it before entering or zone out and back in after changing settings.

It's nearly unplayable for me in that tileset. Just tested it out.
