I would like to start off by sponsoring Morpheus via the Arbiter, and give him a small wage for basically doing all the paperwork for the Arbiter. If he continues to do well and do this, we can discuss allowing him to enforce the law but that is LATER.

So the general road map idea is:

Arbiter sponsor(Nameless Clerk NPC), 10gp an hour for doing the paperwork
Later, if he continues to do well, law enforcing powers
Later, if he does really well, sponsorship from the High Arbiter and a raise in wages
Later, if he does really well, bump in wages, maybe some fun thematic loot
Etc, depending on IG events

Which I know was meant to be a low stress, chill endeavor, I just thought he did his part in an efficient way.

name him an Arbiter and give the pc legal enforcement powers. We have the oversite stuff in place already.
