[Over the last 24 hours, several battered and beaten criminals and sentient creatures begin to form a line in front of the Palace clerk. They all have blunt force injuries and are carrying papers with fines to be paid and referencing the various statutes they have violated. One strange cultist arrives at High Tower to pay his fine for violations against Immersea. They all grumble about some strange man in hand-me-down armor and a hammer compelling them to report for processing. How this sight is handled by the clerks and retainers, remains to be seen]
