On the roads near the Haunted Halls...

After several claims of ownership over the Haunted Halls of Eveningstar. More and more men in threadbare uniforms have begun to wander the nearby roads, most claiming to be collecting 'tithes' or 'taxes' on behalf of the Church of Cyric.
The few travellers who make their way out there tend to fork over a few coppers rather than tussle with the men.
Besides the occasional chase from an Eveningstar patrol or run-in with adventurers. So far, no real conflict seems to have come of it.
