After Ryan the lion I'm not giving approval for two perks (subrace and rank 2). He can make a tiefling but work is way up the faction starting from rank 1. If he's serious and actually plays the character I'm fine with a very quick promotion to rank 2.
There's no secondary vote option for this, there's only yes and no, otherwise min would be a conditional yes based on what Haquin's saying here.

They didn't need to app for tiefer though. How about we toss him some sort of weird Amaunatori Relic due to the trouble of apping?

They needed the app for True Sun, which they didn't pass. No need for a relic. Feel free to give them a plot hook about knowing of some legend of a relic being lost in the Kingdom of Anauria by Mount Shaddath

They can be 1st level recruits for the TS as Tieflings, but they'll need to earn 2nd level. It's not hard to do and wont take them long if they RP this the way they say they're going to

I can respect it. It's fun to do cool things and be actively recruited. Lavish has always been polite and friendly to me also. Not sure there is really a problem.

Lavish is a former dm and likes to talk down to us from time to time. Hence why we might read condescension when there is none intended

Let's hold off on this until we finalize exactly what we are doing with the Stat bonus/penalty stacking. It's likely he will abandon this since according to the convo last night, without the +4 Cha the build loses appeal
