He's already gone too far imo for the tower to tolerate. He should be made an example of.
- Attempted assassination -use another PC if possible
- Tossed out of the tower forcing him to more closely ally with the Vamp or find other allies.
No way the tower would sanction this guy for promotion.
I'm with the Professor on this. These guys are too much a risk to the Tower atm.
