Wileth wishes to take up the cloak of the Justiciars, follow in the wake of her mentor Father Tobias. I misinterpreted the status (and missed that we did away with Initiate rank?) and gave Wileth the initiate cloak for a trial run. They took the recommendation to investigate goings on to in turn head to Hillmarch and confront Grishank about corpses in their player shop, PVP ensued when Verk started buffing Wileth, resulted in Grishank escaping. So, does seem to have at least some bite and not just bark. Asked Zolm to send an app:

What specific perk(s) Justicar faction membership:
As it stands now I have SO MANY evil PCs to investigate (and thus avenues of conflict) that it is easier to say which way I won't be conflicting with PCs lol But in specific I imagine I'll likely be fighting Pwny-Express over Hillmarch in the near future. I hope to make this more fun for him in the future but not sure yet how.

From a meta level it's using the law to chase after PCs and thus make them feel pressured to some extent, feel like there is someone out there who is slowly but surely either gaining on them or who needs to be dealt with/avoided.
So that the law is a feelable presence and not just... Verk ranting in his corner over there about heresy and witch burnings
