On behalf of the Upper Council, and with the blessing of the Crown. I, Arbiter of Arabel, will take Morpheus Frosthelm of Arabel as my ward. Granting him the title of Arbiter of Arabel. He may enforce the law of serious offences and below in accordance to the current lawbook of Arabel, all of which will be reported to myself directly. Anything of capital offence will be referred to myself and the High Arbiter of Arabel. Misuse of this honour will be reflected upon both myself and Morpheus Frosthelm, and result in removal of any honours for both the affected parties.
