Putting a bounty on the Murrain?

I cannot believe what I am reading. These Murrain are an obvious threat to this realm, sacrificing innocents that have nothing to do with the conflict between Eveningstar and Tilverton, and you dare try to protect them!? The fact that your Duke Obyn did not immediately exile and put a bounty of them himself is damnable! Not to mention they harbor a wererat amongst their numbers by the name of Tenebris!
And of course, when I came here and rose alarm over the Duke's Tyrany and evils, it was no other than one of the Duke's own men, Arn Targon, who spoke loudest against me, trying to silence me, yet he turned out to be one of the very monsters I tried to warn about!
How can this council not see the evil that is Duke Obyn? He blatantly works with the very forces that the council was created to protect against! Are there still those who do not believe in the truth behind Lathander's light!?

Using his Majesty's lands to assault an ally of the Monarchs against threats to all, while using the excuse of inner turmoil against Tilverton shall not be a justified excuse.

Where the attack on the young girl they sacrificed happened, I do not know, but our encounter with them happened along the High Road, near the estate of House Darendaal. Close to the Bishropic, but not as far as I am aware within it's border. As for their names, I'll let someone who's more familiar with their members speak to that, this was my first encounter in person, but I did see one I believe to be the one called Jim.

I feel in light of these clearly barbaric acts, that Tilverton should be taking a level of responsibility for it's Murrain mercenaries in these matter past some empty words over the sending system. Especially since this isn't the first time Tilverton and barbaric acts has come up in the same sentence.
Therefore I propose the following:
A fine of 35000 coin (the Murrain hiring fee plus 10000) will be paid by Tilverton to Eveningstar. Through the exact distribution will by left in the Bishops hands, it's primary purpose will be to compensate the next of kin of Elora Everly and Dawnknight Evelyn, as well s fix any other damages the Murrain have caused.
Tilverton will be forbidden from using the Murrain as mercenaries in it's conflict with Eveningstar. To discourage under table activity there will be fine of 10000 coin from every incident Murrain is involved in. If any Raven is found to be found to be working, assisting or otherwise helping the Murrain, they will be charged with treason. A public poster banning them from Tilverton is strongly advised.

A fine? This is unacceptable, if the Murrain is murdering people then it is as a proxy for Tilverton. I know for a fact that Pierre intended to have Stillwater killed, and the Murrain are his attack dogs.
They must be brought in and executed before they kill again.

I approve of any action taken Against the Murrain. My own hunt for them proceeds alongside any legal action, and would still proceed if none were being taken.

The Murrain are hired mercanaries of Tilvertons and inturn Tilvertons responsibility. The settlement of Eveningstar and Tilverton are at war. Was this an act of war against Eveningstar? Were all involved in some manner or was this the slaughter of innocents?
The Murrain represent Tilverton and thus the town must also hold responisbility and face some serious penalty for these actions as I believe there is time of held blades untill the battle to decide takes place.
If the Murrain acted independantly from Tilverton's orders then the settlement must face charges and penalty for their negligence, incompetence and lack of control of their own troops.
These should be penalties added ontop of whatever bounty is placed upon these of the Murrain.

We have reason to believe the Murrain are also behind acts of Arson within Eveningstar, however, we understand that such acts fall beneath the dome of consequences of war which is why that act isn't being discussed here today.
What is being discussed however, is that the Murrain were caught red-handed performing a crime worse than murder against an innocent who had no connections to the on going conflict. The only reason Eveningstar came into battle with the Murrain during this event is due to the warnings that we received about them commiting this crime against the mentioned innocent, and we tried to save them. The late DawnKnight Stillwater sadly paid the ultimate price.
I only managed to spot three of them before I was knocked unconscious. As the Dawnsquire mentioned, there was a man named Hans, a half-orc beside him, and a third that joined the encounter from invisibility, blasting me and my allies with lightning magic. There was one other man who I believe came to our aid, but I did not catch their name. They were dressed in dark hued plate and carrying a scythe. He was quiet, tall, and his equipment had Jergal symbols on it.
That said, while it may be important to identify the exact ones responsible for this particular incident, the Murrain are also a group of Talona worshipers who work to spread filth, plague, and illness all across our lands. They're the ones responsible for not only Eveningstar's but Arabel's drought of crops, and they harbor a wererat amongst their number.
As for other members of their order, I can only recall the one that goes by "Old Jim", Tenebris the wererat, and the Whitlock twins.

There seems to be discord on the actually location this all happened, and who exactly of the Murrain were involved. Wild guesses will not do.

There is no discord. The Murrain act as one and should be pursued as one, and the location was the High Road, a place the clerk already confirmed to be under Arabel's influence. We do not need more questing for excuses to delay. Announce the exile and set the bounty, and let us move from words to actions.

Individuals aside, we know that it was the Murrain group that committed this crime on the kings land. As such, the Murrain and their benefactors should pay the price. The Murrain themselves should be banned and exiled to protect the people.
I also move that an official statement from the Duke's superior be requested to be sent to Tilverton demanding the Duke to break ties with the Murrain and release this group from his services lest the Duke be in violation of the Kingdom law of treason, that none shall side with the enemies of the Kingdom. Enemies of the Kingdom include, but are not limited to, a group of Talona worshipers who commit murder and sacrifice the King's subjects. Wererats or other such monsters. And plague bearers who poison the kingdom's crops.

Then that should settle it good clerk. The Murrain should be considered wanted criminals.
However, as it is often wrong to blame an entire group of people for the actions that may have been committed by the few, the status of the Murrain should be lifted if they turn over the four criminals in their group. That's Hans, the half orc, and the third lightning casting gentleman that were involved in the sacrifice attack, and the wererat Tenebris.

The Murrain are in fact, on the Duke's payroll to take an active part in the war between Tilverton and Eveningstar, yes. They are publicly hired mercenaries under Tilverton's banner. If that makes them Agents, then they're agents.
