This situation happened during a time of war, Tilverton had us join their side. Then the Murrain had to deal with threats around the realm to pay for their crimes after the war. Taking down wanted criminals, beholders and such. Yes, they were granted a temple, at the generous gifting of the Duke for aiding the Ravens. Since then, they are all dead now. So unless you decide you want to go to war with Arabel and Tilverton over the Lower House, bringing this situation up seems pointless.

In my lands, when there needs to be talk between tribes at war, each will cross the mountains to meet in a place of choosing. There, they do speak and make deal and exchange of prisoners and, sometimes to make peace, offer brides. This is being what you call 'parlay'? If this is being such, then you cannot be attacking at these meetings. To do so is to be angering the spirits of your land, the gods of your faith, and bringing great shame to your clan.

Unless the House of Morning selects a new representative, Dawnbrother Tristan will not be expelled from the council of 12.
That said, their majesties are displeased that you hosted the Lower House.

So when we consider he has hosted and protected the Lower House, Refused to aid against their rebellions against the Crown and believes every bit of propoganda they spout we should likely strongly consider they may be part of the Lower House.

Yes Clerk, I was obviously trying to disable the Purple Dragon with the lightning bolt, in order to arrest them. It was definately not aimed at their head.
